APVA support for individuals purchasing electric vehicles

From June 2, 2022, at 8:00 a.m. until December 31, 2026, at 12:00 p.m., or until all funds allocated for the activity are used, individuals are invited to submit applications for compensation after purchasing an electric vehicle.

The number of applications accepted per year cannot exceed the number of vehicles scrapped in the previous calendar year according to the Rules on the Management of End-of-Life Vehicles approved by the Minister of Environment of the Republic of Lithuania on December 24, 2003, by Order No. 710, and deregistered from the Register of Road Vehicles of the Republic of Lithuania.

Compensation amount per applicant (individual):

  • For a purchased used electric vehicle – €2500;
  • For a purchased new electric vehicle – €5000.

Requirements for a newly purchased electric vehicle
An electric vehicle is an M1 class vehicle in which energy for mechanical movement is supplied only from an electric energy accumulator. The applicant, after purchasing the electric vehicle, registers it in their name, or if purchased through leasing, becomes the vehicle’s operator. The registration certificate of the applicant’s electric vehicle must indicate the first registration date or model year, as well as the first registration date in Lithuania.

New electric vehicle – an electric vehicle for which no more than 6 (six) months have passed between the first registration date (B code in the registration certificate) and the date of registration in the name of the operator (I.1 code in the registration certificate). The first registration date in Lithuania (B.1 code in the registration certificate) must not be earlier than March 23, 2022.

Used electric vehicle – an electric vehicle for which no more than 4 (four) years have passed between the first registration year (B code in the registration certificate), or if the first registration year is not specified, the model year (B.2 code in the registration certificate), and the year of registration in the name of the operator (I.1 code in the registration certificate). In all cases, the first registration date in Lithuania (B.1 code in the registration certificate) must not be earlier than March 23, 2022.

Please note that the data entered into the APVIS system is automatically checked against the data in the State Enterprise "Regitra" database. Therefore, if the first registration date or model year of your purchased electric vehicle, or the date of registration in the name of the operator, is earlier, you will not be able to submit an application for compensation in the APVIS system.

Please note that the Lithuanian Energy Agency has announced calls for individuals to apply for compensation for installing private EV charging points. Residents of individual houses, garden homes, or apartment buildings can install EV chargers (up to 11 or 22 kW, with or without dynamic power control) and receive between €533.87 and €1,055.04 compensation per charging point. The number of real estate properties and installed access points is unlimited. Applications can be submitted by completing the electronic form until September 30, 2025.
